I am Karolina Czakó, a self-employed sustainability and communication consultant. 

I am currently thinking about the California wildfires. Limited water resources, cut back firefighter budgets, insurance companies pulling out, or taking fire damage out of the claim policies shortly before the fire. So much is unfortunate about this. And yet you can be somewhat prepared. E.g., if you look only at the water shortage, small water retention solutions would allow so less dry fuel for the fire. So you would also need less water for extinguishing because it would spread more slowly. It is useless for the wind to carry the small pieces of ember in a wetter environment.

Water reservoirs would be good, but apparently there are none or not enough (they use the water from the garden pools according to the news).
The ocean water eats away at what remains, the natural habitat there is eliminated (basically sprinkled with salt) and the fire extinguishers are ruined. So this is not the solution.

What do you think, what is public, corporate and personal responsibility in this situation?
